Why is Batman allowed to beat the living shit out of the Gotham thugs but can't kill the Joker or any of the other BBEG. If Gordon would let him he'd be able to save hundreds of people a year (maybe) and Gotham would be able to thrive and people wouldn't have to worry about the Joker locking them in an empty warehouse with time bombs everywhere.
