If you've played Watch Dogs 2 you'd know about the Dedsec announcement videos, but my question is who is the announcer, I think it's either Josh (because I don't think he'd only be there for Intel) or Wrench (because he wears a mask with a voice changer) But either way I can't figure it out but I haven't finished the game yet, the last thing I did was getting to the huge skyscraper with Wrenches help (I forget the name of the mission) so don't spoil anything too big for me.

Well now i've beat the game but still don't know who it is
